Releases have been cut by hand so far. Pushing a v* tag now publishes one whose notes are that version's changelog section, with the unreleased section standing in for prereleases and GitHub's generated notes as the last resort.

Cutting a release has meant pasting the changelog section into a GitHub release by hand. Pushing a v* tag now does that automatically, with GitHub's generated notes as the fallback for a tag that has no changelog section yet, and dependabot keeps the action versions current. Nothing changes for the existing releases; only tags pushed from now on get this.
